I don't understand if he likes me or not....?!!?

A month and a half ago I told a guy I liked him. He's really shy and he didn't say anything but he gave me a handshake. I was sure he liked me. He stared at me, he'd flirt with me, he'd act nervous/shy/embaressed sometimes. We're in different grades and our cles changed so I never see him as much. But when I do seem him he stares at me/looks away/looks back kinda thing. And his friend sometimes stares at me. Oh and couple days ago I saw him and my friend said he was staring at me thoughtfully and that he checked me out, around 3 times... Could he like me? And if he does why hasn't he told me back yet?
