What do you do if your plans are not approved?

My arquitect submited my plans to the buildings department and received alot of objection and the plans where rejected so we have the plans and cant do the job what do we do? Is he suppose to refund us part of the money we paid him or are we suppose to eat it up and take it as a loss?
