Can you make Green tea Cupcakes with....?

leaf instead of powder? I bought the brand Che Mate, pure green mate with stems, loose leaf course ground. my fianc�e said this is the wrong one & now she can't make her green tea cupcakes & icing as she needed fine powder..... has anyone tried this & can save me from a nagging lol
