Every Tsunami wave starts somewhere, so could somebody have seen a huge wave form in the middle of the ocean?

If someone was on a boat, right at the point when the plates jolted, creating the wave. Would the person have seen a huge wave just submerge out of water, and then continue off into the 2 directions?
