Why is NATO Bombings cause civilian casualties as the purpose is to prevent deaths by maintaining no fly zone?

the whole purpose is lost if the peace keeper takes the role of the aggressor.NATO them selves have acknowledged recent innocent civilian casualties.I wonder why the silence when there is real proof that NATO has gone beyond the mandate given by the UN charter.
